Rusty graduated from the University of Pennsylvania with a Bachelor’s degree in history in 1976. He attended the University of Missouri-Columbia school of law graduating in 1981. From 1981 to 1990, he served as an Assistant Boone County Prosecuting Attorney and served as First Assistant Prosecuting Attorney from 1984 to 1990.
Rusty is a member of the Boone County Bar Association and The Missouri Bar. He has served on the Board of Directors of Reality House including a lengthy tenure as President. He has also served as the Chair Person of the Boone County Judicial and Law Enforcement Task Force, Chairman of the Jail Population Sub-Committee’s for the Jail Task Force, a member of the Boone County Space Needs Committee which led to an addition to the Boone County Courthouse and as a member of The Missouri Bar Criminal Justice Task Force Committee. He has participated in the Boone County Bar Lawyer Mentoring Program.
Rusty is the author of the chapter “Overview of Substantive Law Regarding DWI” in The Missouri Bar’s Law and Practice Desk Book. He has spoken extensively at continuing legal education programs for lawyers.
